Part 1. Rules and
Regulations

Games to be changed from 80min
to 90min, effective immediately
-
New teams wishing to join JIFL
may do so without having to play in cup first, probation
period will be the first leg (Aug. – Dec.) should a team be
determined as ‘undesirable’ then an emergency meeting will
be called prior to the second leg meeting to relinquish them
from the league
-
Emergency Meetings can only be
called by the Chairman. All parties involved in a dispute
must first submit the issue to the Chairman, the Secretary
and the opposing team captain/s. The chairman will try to
resolve the issue and will only call an emergency meeting if
the dispute is too difficult to resolve without a committee
vote

Professional players for
next season will only be accepted if they come under the
following criteria;

They have been out of a
contract for three (3) years
-
Only three (3) Ex Pros under
the age of forty (40) will be allowed on the pitch at any
given time during game play

There are no restrictions for
Ex Pros over the age of forty (40), teams can field as many
as they want
-
It was agreed to finish the
second leg based on the rules as stated on the JIFL website
even though they contradict an amendment that was made in
2007. This amendment was never added to the existing rule
and had not been put in to force, this of course has now
been changed to the above mentioned and will come into play
at the start of the next season
Part 2 Usual JIFL issues

Finances –
Jesper as usual gave out copies of the finances and
explained the state of the league financially it was then
determined that rp. 3,000,000 (three million) would be the
amount due from each team for the second leg. Payment to be
made to account provided by Jesper at the bottom of the
spread sheet (Ray will forward the spread sheet to committee
members via email) as soon as possible.

Two million rupiah will be
allocated for each JIFL meeting to cover cost of snacks and
refreshments. (1st and 2nd leg
meetings only)

One hundred thousand rupiah
per head for emergency meetings
-
Referees- it was
determined that it is part of the game to swear and shout at
the referee and players should be made aware that they could
be shown a red card if it is excessive. In addition the
referee will now take the offending players name which MUST
be given to him by the team captain if asked for, and should
a particular name consistently come up sanctions will be
made against the player by the JIFL committee

Kick-off time – It is up to
the referee to determine whether or not the fifteen (15)
minute kick-off rule has expired, this then being the case
the team waiting can then call the game but they MUST make
sure they do the following;

Immediately inform the referee
and the opposing captain
-
Send an SMS to the Chairman
and/or the League Secretary asap
-
Do not play the game under any
circumstances
-
Referee to inform Erwin
immediately
-
Erwin to inform Chairman and
/or League Secretary as soon s he has received details from
the referee
The following rules
are modified by the above:
1. The JIFL generally follows
FIFA rules. The rules below are either different from FIFA
rules or need to be further explained.
2. Each league game is played for 80 minutes plus injury time.
3. If a game is abandoned within 70 minutes of play, it will
be replayed unless there is a captain's agreement. After 70
minutes, the result stands. Games can be called off by either
the referee or the mutual consent of the team captains.
4. The wearing of shin guards is mandatory.
5. If a yellow card is awarded, the player must leave the
playing field for a duration of 20 minutes "playing time".
Half time is not included. Once the player has left the pitch,
a substitute may take his place.
6. If a player receives a red card, he will take no further
action in the game. He will also be banned from the next game.
7. There is no appeal against yellow or red cards.
8. If there is ungentlemanly conduct of a player or team which
requires the attention of the disciplinary committee, an
e-mail should be sent within 48 hours of the incident stating
the time, venue, opposition and the nature of the misconduct.
Club captains should not distribute this list to club
managers, but only the JIFL committee with a cc to the
corresponding club captain.
9. If a club whose player has come to the attention of the
disciplinary committee has been censured by their own team, an
e-mail stating the nature of this should be also sent to the
committee.
10. If a player is injured during the course of a game, the
liability is the players. Clubs are advised to make sure all
players have medical insurance.
11. The JIFL is solely for amateur players. Unless a
professional player has retired for over 6 months, he is
unable to play. Teams playing professional players are subject
to disqualification from the league.
12. JIFL Protected Indonesians Rule: 1 outfield and 1
goalkeeper for already existing teams. Once players leave
their club then they are essentially retired from the league
but they can come back to their club anytime. No new
Indonesians for added incoming clubs.
13. Should a team be unable to field 8 players or more 15
minutes after the official kick off, they will forfeit the
game 2-0.
14. JIFL league meetings are held twice a year. Each team are
encouraged to send one representative per team. Minutes of the
meeting are forwarded to All teams and posted on the JIFL
website.
15. If a decision to change or review rules of the league is
made, it is usually voted on. Each team has one vote. If there
is a tie, the committee have the final vote.
16. Teams pay league contributions bi-yearly. It is hoped that
the teams pay on the day of the league meeting. Otherwise,
they have 2 weeks to pay into the treasurer's bank account
before being terminated form the league.
17. During the second league meeting, the cup draw is made.
Anybody expressing wishes to hold the end of season party may
come forward. This will be tendered and voted on by the club
captains.
18. The league schedule is made within 2 weeks of the league
meeting. Once confirmed, teams will be unable to change this
schedule. Teams unable to fulfill a fixture will automatically
lose the game.
19. The JIFL has no jurisdiction outside authorized league
games. Therefore "friendlies", six a side tournaments etc. are
not part of the JIFL calendar.
20. Club managers and captains have flexibility within the
rules above. Should both captains make an agreement which does
not effect the other teams, it is generally acceptable.
21. Home teams are responsible for proper field markings and
corner flags.
22. Captains MUST find out the name of referee and it is the
Home team’s responsibility to find out what it is, before
either team submits points for the referee. Teams no longer
have to agree on a referee score, each team can send in what
they believe to be fair for that game.
23.
It is the right of the home team to call the game on a no show
fifteen minutes (15min) after the game was supposed to
commence. The away team cannot shuffle the schedule to suit
their own ends. This also applies to the away team, should the
home team not be on the pitch fifteen minutes (15min) after
the official kick off.
24.
Any team refusing to play another team that has been accepted
into the league will forfeit the points for that game, no
exceptions. |
